Paris, Oct 14, 1883.
I HAVE the honour to transmit to your Lordship herewith, unofficial Paris newspapers giving intelligence from Tonquin and Cochin.
They contain details respecting the engagements of the 15th and 16th August, and the occupation of Haiduong.
They include also details of the Treaty stated to have been signed at Hué, but the Paris newspapers leave the whole responsibility for these details to the "Indépendant de Saigon," from which they are taken.
